The Democratic Fan Base
Mid-Term elections usually mean problems for the president's party, they usually lose seats in congress. Apathy is a good term for this and so it goes. Voter suppression aside, you still have to get up, get dressed and go somewhere, show some id, read something, get back in the car and go home.
If you are retired, voting is a good reason to get out of the house, costs are minimal and it can be marginally interesting. This is one of a few reasons why older folks vote.
If you have to take public transportation to work and don't vote early, or absentee, getting to your polling place can be more difficult. Not a big thing if you are motivated but that isn't always the case and getting to work, getting home, picking up the kids at school, groceries, cooking, laundry, may be of more immediate in importance. This is especially true if the issues are in the grey area, and you are unsure about which direction to go. There are good arguments on both sides of almost any issue. Sort of like should I buy a new(er) car or fix the old one. Or wait until it really falls apart.
One of the really difficult questions to answer is the country going in the right direction? On one hand, health insurance is more available, the price of gas is down, and more folks are working, others think there are too many moochers, the available jobs are crappy, and they will raise the gas tax, because we are stupid.
I would make analogies to democracy in condominium associations but that would really be depressing.
