Tiffany Carr Sure Seems Like A Crook

The Florida Coalition Against Domestic Violence Board has more than a few problems.

It doesn't look like it was doing its various jobs:

Determine the organization's mission and purpose. ...
Select the chief executive. ...
Provide proper financial oversight. ...
Ensure adequate resources. ...
Ensure legal and ethical integrity and maintain accountability. ...
Ensure effective organizational planning. ...
Recruit and orient new board members and assess board performance.

According to reports from Mary Ellen Klas of the Miami Herald:  In documents filed late Thursday with the Florida House, a former board member of the Florida Coalition Against Domestic Violence alleges that former CEO Tiffany Carr worked aggressively to shield details of her salary from disclosure.

Lorna Taylor, the only recent member of the board who did not have a financial relationship with the coalition that manages $52 million of state and federal grant money, says in the sworn affidavit that she repeatedly urged Carr to turn over the details of her salary and compensation package to state auditors but Carr refused.

The FCADV is supposed to monitor subgrantees and help develop policies that would support victims of domestic violence.  Tiffany Carr and the board might have started out that way but something seems to have been perverted.

How did it come to pass that almost all board members have a financial relationship with the board?

It would be reasonable for some subgrantees or service providers to have membership on the board but that needs to be balanced with other independent eyes and expertise to provide oversight, legal and ethical integrity and accountability.

I would like to see the study used to develop comparable CEO salaries for Ms Carr's position and minutes of the meeting that established that compensation package.
